Oh, that will work too.  In case you don't realize, there are interns and staff assistants and district managers out in the State offices too that I am sure would love to tell you that the Member isn't in his office or that he is out at some event.  Its all the same, just closer to home.

Um, Members KNOW that we aren't forwarding calls/emails/letters to their personal attention.  Why do you think they hire staff to answer phones and write letters back to them?  At best, you'll get a member sign off on the content of a form letter form letter you get back.

I think they would be more pissed if you said you sent them something and they actually had gotten it and had to deal with it.  Maybe we should just give you their home addresses and cell numbers too?

Um, most calling cards use the same area code, 404, so staff knows its a calling card and puts a touch more faith in the call.

Um, the only reason Dean was frontrunner and fell from grace was becuse the party was against him and knocked him down and put kerry in by not helping dean and cozying up to kerry.  However, Hillary is the frontrunner by a wider margin than was Dean, and she is the insider.  As we have been talking about with the dreamers, no grassroots can overcome a 30+ point defecit, otherwise we'll be saluting President Paul in 2009.

The AT&T thing was them connecting their people to members to talk about a TELECOMMUNICATIONS issue, had nothing to do with immigration.  This was like 3 or 4 years ago.  Some thing where we were going to put some huge tax on phone cards or something.

So staffers - what CAN we do to make a difference?

Anything?

The best thing you can do is call and register your opinion.  Some sense of it eventually gets moved up.  However, remember that people elect for competence, not for taking polls and voting.  The way our system works, if a Member eventually has feelings so different from the constituents, they will be voted out after the tipping point is reached.  Members are actually very intelligent people and think for themselves with our advice and counsel.  However, no matter how many people call/write/yell/fax/demonstrate, etc, you are never going to get a Barbara Boxer to vote to overturn Roe v. Wade and you are never going to get James Inhofe to agree to carbon caps.

the dream/alipac:  The other thing is that we're smart enough to know that it's a tiny (5% or so) but EXTREMELY VOCAL minority who are viciously opposed to illegal immigrants and want to build the fence and kick 20 million people out.  As much as those folks would like us to believe otherwise, we also know that most Americans are somewhere in between that and full amnesty.

All offices are different.  While my office doesn't tally, we will say what the trend is.  Its more informational for the LA than opinion forming.  Especially if the member disagrees with the trend, they find what message is being sent so they can efficiently counter it.

We don't have a tally system. We just take name/address from constituents and email them to another staff member at the end of the day. That person sorts them and sends them to the proper LA...who then sends them a form letter.

only problem is that when CIR came up, they were bombarded with so many calls that I'm sure it changed A LOT of minds.

I will just say, be careful:  In an office i used to work in as an LC, there was some telecom thing that came up about calling cards.  So AT&T puts a thing at the end of every calling card call you make that gives you a message to tell your member and then connects you automatically.  It literally shut our phone system down.  Our LA called up the AT&T gov't affairs person saying that they were crashing the system and upsetting the Member, and they frantically appologized and within 15 minutes it stopped.  

Ultimately, AT&T decided that regardless of where the MoC stood, they were looking REALLY bad in the Member's eyes for shutting down the phones and wasting staff time, and they stopped.  Beware.

thedream - I'm going off of the area code of the caller and sometimes the caller ID. If I'm unsure I will do the reverse lookup of the phone number to see what state they are calling from. I'm a Senate staffer, so I don't have to worry about zip codes and districts. Honestly, it usually fairly obvious anyway. The constituent calls, even the angry ones, tend to have a different tone than the out of state ones. 

Also, one more suggestion. Don't read off of a script or memorize one. If we can tell that you are just saying what some email or postcard told you to say...you don't sound very genuine. If you care enough to call...care enough to form your own opinion. You'd be surprised how many people read something that tell them to call their MoC...so they do...then they tell us that they are calling because the postcard, email, TV ad, newspaper ad told them to...but they then expect us to tell them what it's about. At times we get the impression that the folks who call are uninformed, while the ones who do not bother...are.

edit: I'm not asking about letters/emails. I'm specifically asking about the calls and the tally you guys take.

Um, staffers and interns don't have time to write down phone numbers and take tally's for the most part.  LA's/LD's/Members may ask generally where the opinion seems to be, but in the end its irrelevant in most cases because the member has heard both sides of the argument and decided their stance.  So, i guess the answer is, on the phone, its irrelevant either way, unless you are asking for a written response, in which case out of state won't get one.

The left is open to differing points of view and understand that the world is full of gray and that it is dynamic.  Somethings are flat out wrong, but everyone is entitled to their opinion.  Also, I think that you can see that in how the House is being run lately.  D's are harder to herd because of our dynamic nature, whereas R's are more willing to go in lock step to retain power.  Not trying to be mean, just saying.  D's in the senate were good at that in the minority (not majority) under daschle.

Don't really agree with that, but I will say that Republicans are a much better minority party. Fiscal conservatism and majority status do not seem to be compatible.

Yes Dreamers...it really does absolutely no good to call/write to/email a MoC who does not represent you. We will not respond to your comments in writing. If you call...even if we ask for name/address...we really aren't listening. Sorry, you don't count...you're not a constituent.

Now, if you write in requesting assitance with problem you are having with a federal agency or department...we will forward your letter on to your own MoC so that they can then respond and assist you.

Oops, I think we are shattering the out of state letter dreams now with the Dreamers.  Sorry, but its true, Members represent their state/district.  I have heard that some reps will answer all in state, mostly because they have their eye to the future and don't want to piss off out of districters.  There is generally no reason to write back to a total out of stater though unless you are leadership.

I made copies the first two days then I told my CoS I don't want to be a copy making intern. I came to do real work been here ever since loving it. I'm an intern, and I see no shame in it. Everyone's got to start somewhere, and with no political connections, here I am. And I'm having a great time, doing anything I can to get involved. Intetrn should not be an insult. Without trying to ber self-agrandising, we work for no money and no respect. Many of us are arrogant asses, but there are also a plurality who are half-decent people.

There are some very smart interns and staff assistant. Dan Lungren starts everyone with no experience as an intern.. he had an 32 year old intern once but he came from another sector.

Illegal immigration is a serious problem that undermines our legal

OK.  Let's say you're a constituent who reads this blog.  Why?  Because despite the abudnace of fart jokes on here, you think this site gives you an peek into the inner workings of Capitol Hill.  You monitor it, repost its post on blogs, never realizing that staff is hired to serve thier member regardless of thier personal opinions.  You beleive staffers are hired for thier political views and allegiances, therefore anything that appears on the board reflects the secret desires of Members.  As an intern or staff asssistant, the sad reality is that you have zero impact on your boss.  Why play into the public's misconceptions by advertising your an LA who posts here?  In fact, as an LA, the first think you learn is that your opinions are you own, and that you have a job to do, which means serving your boss' agenda.   But wait, how would I know, since I'm just an intern.  GET IT???

strictly to low-income American children.

The updated bill caps CHIP coverage at 300 percent of
the Federal poverty level.  There will be no federally funded coverage for
children in families above 300 percent of poverty.  In fact, States must request
Administration waivers for any coverage above 200 percent of poverty, limited up
to 300 percent.

The only state currently covering children above 300
percent of poverty, New
Jersey, can continue under its current Department of
Health and Human Services waiver.  But New Jersey must be among the top states in the
country for lower-income coverage by 2010, or lose funding for coverage above
300 percent of poverty. 

·      New
York, the only state that asked to cover children up to 400
percent of poverty, will be just like all other states – no federally funded
coverage of children above 300 percent of the federal poverty level.  Note: The original bill would not have required
approval of
New
York
’s application.

·        
States will only receive enrollment bonus payments for
covering the lowest-income kids – Medicaid kids below 200 percent of the Federal
poverty level.

Cuts off CHIP coverage
for childless adults – sooner.

·        
States will have only one year to transition out of CHIP
coverage for childless adults currently covered through Administration waivers. 

·        
The extension of current law proposed by some House
members would let adult coverage continue as is, and likely increase it.   CBO
estimated that total spending on adults (other than pregnant women) under a
continuation of current law would be $1.1 billion higher for 2008 – 2012 than
would have been spent under the original CHIP Reauthorization Act, even
before this change further curbing childless adult
coverage.

Contains stronger
measures to make sure CHIP coverage won’t replace private coverage that may be
available.

·        
Every state – not just those seeking to cover kids
between 200 percent and 300 percent of poverty – will have to develop a plan to
cover first the lowest-income kids who are most likely to be uninsured, and
implement recommendations to prevent substitution of CHIP coverage for private
coverage.

·        
Offering premium assistance, which helps families buy
available private coverage for kids instead of enrolling them in CHIP, will be
one way states can qualify for bonus payments.

Contains stronger
requirements for verifying the American citizenship of CHIP
kids.

·        
The original bill included a requirement – for the first
time – that CHIP applicants’ American citizenship be verified prior to approval
for coverage.  The updated bill says additionally that states choosing to check
Social Security Administration (SSA) records must require additional
documentation to confirm the citizenship of any applicant whose citizenship is
not indicated by SSA records.

·        
States are still prohibited from receiving a single
dollar in Federal funds for covering a Medicaid or CHIP applicant who is not a
citizen.

Message to Immigration bloggers/commentators following this blog:  Capitol Hill staffers aren't elite Washington-born brats with daddies who are Senators, trust funds, and cushy lifestyles.  Most of us come from the state we represents (whether ohio or texas or florida or alaska or vermont) and many of us have lived in the little towns you'd like us to visit that are stuggling with poor economies or an influx of immigrants or high cost of living or whatever.  Most of us are working our asses off for what amounts to less than minimum wage given the hours we put in because we love this country, we believe it can be better and stronger, and we want to be part of that process.  (And also, because witnessing history firsthand is fucking cool).  So, anyway, forgive us if we have little respect for those who don't respect us.

We call them the McDonald's generation. NO propriety anymore. Every thing is a play ground. You go eat it's a play ground, you go to a NICE restaurant its a play ground. You go to a funeral you let your kids play. You go to a business meeting and take your kids, they play.

I have a friend who children have been taught etiquette. She said you never know where we will go, who they will marry, and what situations they will be in and they need to know propriety for the situation. What is acceptable at McDonalds or the park or your back yard isn't acceptable in the department store.

all have to chip in to respond to the 100,000+ incoming a year.

Gimme a break... Try over 500K  year in the Senate for a moderately big sized office.  Over here, data entry clerks enter stuff and LCs respond.  Though as an LA, I have to say, sometimes LC's can write some really crappy stuff that we have to clean up!  But its all about a good correspondence management system.  75% of volume is faxes/notecards that can be replied to in one fell swoop.

By the way, to all of the asshats on these other blogs that are complaining about how we "must represent the views of our Members" with such attitude, wake up... We don't reflect anything... we are just venting our frustrations with having to be the polite front liners after listening to ill informed drivel from the minority of ill-informed often non-constituents of Members.  I am sure that Members would get frustrated at your tactics (note not 'views') ...  If you would just call up, politely state your case and not argue with staffers, then everyone would be happier up here.

Oh and as for the constant argument that 'we pay your salary', wake up!  Its an interconnected world!  If you build cars for a living, and I work on the hill for a living, and then I buy a car, then I am paying your salary.  If you are a farmer, I eat and I pay for you... If you are an unemployed layabout complaining that immigrants are taking your jobs (which is a strawman), then You aren't paying jacksh^t for me, and I am paying your unemployment benefits.

How's about them apples (that you wouldn't go out on a farm and pick for $10 bucks an hour).  Oh, and one final note, since we now have scarred them and can't find enough illegals to work on our nation's farms, food rots in the field and we have to rely increasingly on IMPORTED produce!

Dream Act supporters are motivated by hope. Those against it are motivated by anger. That would explain the attitudes.

And I'm not saying the anger isn't justified. The anti-immigration folks do have the law on their side, and I can see how that frustration can lead to anger. I would have voted against the Dream Act and I believe the border should be much stronger, but I also think that we need to show some compassion to the illegals that are here.
